Provides xPL support for the W800RF32 X10 RF receiver.

From version 7.0.0, xPL800 is a completely new program derived from the xPLRFX service for the RFXCOM receivers. This provides better support for RFXSensors and the RFXPower meter, as well as Windows Vista compatibility.

Configuration is a mix of old and new - the receiver serial port and duplicate message timeout are still set using xPLHal Manager, but there is now also a configuration program that can be used to rename or exclude sensors.
